Okay, so this was about a gun in the old West, but the principle is sound. A Regulator is hired to eliminate the dregs of society, and he much prefers to do so from a distance. In most cases an individual will never know if he has caught the attention of a Regulator. His body will serve as testament to this fact for the benefit of others, and that is as clear a message as anyone could ever hope to convey.
If you're interested in playing a Regulator, the most interesting source material would probably be found in Westerns. Marlon Brando played a Regulator brilliantly in the movie, Missouri Breaks. (That's Jack Nicholson addressing him in the quote presented above.) Lee Van Cleef's character in "For a Few Dollars More" would also make a good role model. The most infamous of the historical Regulators, Tom Horne, has had a number of movies made about him, and quite a few books written about him as well.
All great character studies for playing a Regulator. Now just replace the guns with bows, and you have the right idea.
